Here's how to get unstuck though: If you are near an NPC or have a follower: Step 1: dismiss follower (if you have one). Step 2: unequip your weapon. Step 3: use V.A.T.S. to attack your follower / npc near by with your fists. Step 4: abort your attack. Fight some bugs, grab stuff. You will see a couple of other terminals along the way that you can ignore (for the purposes of getting out of the Vault). You will finally find a room with a big desk in the middle, with a terminal on it. The terminal isn't locked.
